 Justice Reinvestment Initiative/Joint Performance Measures

The Pennsylvania Commission on Crime and Delinquency (PCCD) is committed to improving the administration of justice at the state and local level through the implementation of innovative solutions. To that end, PCCD has worked with the PA Department of Corrections (DOC) and the Pennsylvania Board of Probation and Parole (PBPP) in collaboration with the Pennsylvania State Data Center (PaSDC) at Penn State Harrisburg to develop Joint Performance Measure Dashboards to track performance indicators that measure process efficiencies and outcome effectiveness for DOC and PBPP.

In 2012, Pennsylvania enacted legislation as part of the Justice Reinvestment Initiative (JRI), which is "a data-driven approach to improve public safety, examine corrections and related criminal justice spending, manage and allocate criminal justice populations in a more cost-effective manner, and reinvest savings in strategies that can hold offenders accountable, decrease crime and strengthen neighborhoods." The JRI digital dashboard, which was developed jointly by PCCD, DOC, PBPP, PaSDC and the Council of State Governments (CSG) Justice Center, provides key monthly and annual performance measures that track the legislation’s outcomes in Pennsylvania, including inmate population, admissions and releases, reinvestment of savings, crime trends and recidivism rates.
